As an American trying to understand the English school system, the more I study the more confused I become. I am especially puzzled by "The Remove." At the blog of an English linguist I found this description:

"...Usually there was no fourth form, one went from 3rd to 5th. In popular boys stories of the time, (British equivalent of the Hardy Boys) the non-existent fourth form was referred to as "Remove", and seemed to the place where the kids who were not ready for the School Certificate exams were held over until they got to 16 years old and could leave school.

Is this a fair explanation? The boys then are 14-15 years old?
