Exactly right. It is obvious that this book's cover was an undistributed and unsold, completely drawn, issue of Fox Features Animal Crackers (most likely planned for the 2nd issue, Number 32), in late 1950, during the time when owner, Victor Fox, and his publishing firm, was struggling to pay bills, dealing with legal problems, and winding down his comic book publishing operations. Either those conditions, or the fact that the series first issue (No. 31) didn't sell enough to warrant issuing the second, or continuing the series. Several years later, in 1957, 1958, and 1959, bargain-basement comic book reprint publishers, I.W.-Super Comics, Green Publishing, and Norlen Magazines, bought the original art, or original printing plates, of both the cover and the insides, from publishing company warehouse distress sales at prices often described as low as one cent or a few cents on the dollar, and so, had little overhead, and could print and bind them to incorrect covers, to keep hidden the fact that they did not own the copyrights to print those stories with those characters. The original insides of the book were printed in I.W. Comics Leo The Lion in 1958.
