I'm not sure but I think I once saw a movie, or serial compilation of a Don Winslow story on TV many years ago.

I remember a scene where he and a villian were fighting in a ship's propellent magazine and a bag ripped exposing the long striated grains of powder, about the size of a flashlight. One grain caught fire and burned like a rocket motor, which is exactly what that sort of propellent would do when unconfined.

There were 2 Don Winslow movie serials, Don Winslow of the Navy, and Don Winslow of the Coast Guard. So it was probably one of those you saw.
