Well, yes it looks like it was pencilled by Jack Kirby. But the produced by Simon & Kirby credit just means it was produced in their shop. That's not proof positive of either having a hand in the work. Other artists in the shop could have been working on those pages. Maybe Kirby only did the faces. Since most of the credits on CB+ are pulled from the GCD, the GCD usually needs some degree of expertise to give out credits. It looks like nobody has gotten around to working on this issue for the GCD as yet, which is why the credits are empty.
