Beautia runs for President and she'll win because she's pretty! Then Sivana will be the real power behind the throne who'll kill everyone who didn't vote for her and steal all the nation's money. The plot is so gloriously absurd that no one could've possibly taken it seriously, but I get the feeling no one's supposed to. There's a great moment of suspense when Sivana robs Billy of his memory, which proves a great opportunity for Billy to revisit Shazam's hidden chamber, complete with the Seven Deadly Enemies of Man, and a fun chase at the end. There's also hints that Beautia is a little nicer than Sivana.
