I don't get it. A year or so earlier (#429) features like Jet-Ace Logan are presented in "modern" style with limited captions, but here everything has those old-school giant (unnecessary) captions on every panel. What was the thinking here? Still some enjoyable stories and art.

I have no idea and haven't noticed the aberration before. The style of storytelling in this and issues around it is an older style which blended text strips with balloon strips.  These forms and this blend were quite common in British strips and comics.
