DC Comics owns the trademark to Peacemaker. The stories are only public domain because Charlton did not use proper copyright notice. You could not use the DC image on the cover to sale the product. You probably would not have problem reprinting the stores but DC is big and could try to say the stories are copyright and they are too big to fight.

Thanks for the reply. But if the character is in the public domain why is it forbidden? Although DC has the title.

If Peacemaker is trademarked you can't! You will be making something new with a trademarked character :(

It is forbidden to use Peacemaker as "trade dress" on the cover to sell your product because DC owns the trademark. Since the character itself and stories are pubic domain you could make the stories on the inside as long as you did not use any of the changes made by DC. from my non lawyer understanding not legal statements
