Having difficulty doing an upload

I've just made three attempts at uploading my first contribution, but I can't seem to complete it.  The brower keeps trying to connect to https://comicbookplus.com/?ACT=useradddl but never completely succeeds.  As I've never done an upload before I have no idea what to expect, but I'm getting nowhere at the moment.  Is there a fault in the system?

I'd also be grateful for any suggestions about what picture quality to scan to, I don't want to create a file too large to upload.
