Will some friendly Brit please explain the pun in the masthead cartoon?

I think it's to do with tram drivers or taxi drivers and shelters where they could get a rest, a heat and a cup of tea.  Hence  a pull-up.  I seem to remember tram drivers being called car men, or carmen, and a tram was a car.  In Glaswegian, the tram depot was pronounced, the caur deppit, with a glottal stop at the end rather than the letter. "t".   
That's my tuppence worth.  Anybody got a better idea?

Looking into this a bit more, I found this mention in http://rmhh.co.uk/occup/c.html :-
"Driver of (horse-drawn) vehicles for transporting goods. Carmen were often employed by railway companies for local deliveries and collections of goods and parcels. Modern day van driver. A Carter typically drove a light two wheeled carriage. Also sometimes someone who drove horse-drawn trams was called a Carman."
I was getting cabmens' shelters confused with pull-ups but there was a connection at one time to trams.
