The odd thing about this annual is its date. I'd expect it to be 1938 rather than 1948. The cartooning style, the clothing styles, the cars--everything seems solidly pre-World War II.

Styles can be deceptive.
According to Wikipedia, Petula Clarke was born in 1932 and started her career on the BBC in 1942, so the book had to have been published after that.
Bear in mind, tho that some of it may have been reprints. During the war it wouldn't have been surprising if they reprinted older work. Got to say though, that I remember reading British comics with a similar style in the 50's.
