Most of IW were not actually bootleg. The stuff they were reprinting was from defunct companies except some Marvel that they got slammed for.

Were there any other companies reprinting material like IW/Super in the 1950's/1960's?

There was Skywald, which pubbed a small batch of Westerns,  love, and other comics in the early 70's, fronted by original material and backed up by a bunch of IW / Superish reprints.  Israel Waldman and Sol Brodsky were in charge of this one.
