I have a problem.  At some point in the past, I came across a comic that featured a character who had a ray gun that shot out a 'blinding ray of darkness'.  I think the comic was from the Golden Age or possibly earlier.  I cannot recall if the character was a 'good guy' or a 'bad guy', although I suspect he was a villain.  I believe the people in the cone shaped zone of darkness were simply unable to see.

I remember the phrase because of it's innate contradiction.  I'm pretty sure I didn't come up with it myself as I'm not that clever.

Any help tracking this comic down would be greatly appreciated.

The Phantom Lady had such a ray, She had a "black light" that resembled an overweight flashlight, and in her origin story her car was fitted with a set of black taillights to help her escape pursuers. However I have this nagging feeling that somebody else had the same kind of gadget. Can't remember who.

I believe the Duke of Darkness could project darkness, although IIRC it was very cold.

I think the Flash villain, The Shade could project darkness as well, although I think he used a cane rather than a gun.

Shadow Lass had the superpower to project darkness, although she started in the Silver Age.
