Some sources credit Oskar Lebeck with the art for this (it's copyrighted by him) but Lebeck was mostly a publisher/packager/editor, on Dell, Western, etc. I am guessing Howie Post for art here (except the cover).

It appears this comic was distributed by different department stores. It looks like the interiors were the same but each store's copy had a specific cover (the one for Newberrys apparently had different art than this one, so perhaps there were various "stock" covers that were over-printed with the store info on the back).
