The wiiter ( and perhaps creator) of Kona has always been something of a mystery, but is generally credited to Don Segall. Hard to get much concrete information on him, and when you search for comics info on him, much of it is inaccurate.
This obituary is about the best info I have found on him.

He was apparently not the writer on Frankenstein ( at left top of page) As outlined here.

He's also credited with co-creating 'The Creeper' with Steve Ditko.
His Daughter was Pamela Adlon, who is a still working actress.

Fanzines back in the day used to speculate that Don was on drugs when he wrote Kona, because of how off the wall some of it was. (eg The giant Cat). I reckon he was just having a ball as a writer, as I was having a ball as a reader. And who better to work with than Sam G? One of the Silver Age great comic books.
