Found it! Sandra was a strip from the London Daily Herald. It ran from 5 March 1959 to sometime in 1960. Source: Leonardo de Sa's Daily Herald strip index at John Adcock's "Yesterday's Papers" blog:

De Sa shows the first week of the Herald strip. You'll note the censors did a little work on the Australian version.

Fascinating that most of these lasted only a month or two. Many of them look interesting. You would have to wonder what kind of editorial decisions were being made at the Daily Herald to commission and then cancel so many strip in short periods of time. They wouldn't have been going long enough to gauge audience reaction, I would have thought.

Captain Universe which looks interesting,  goes for about two years.
City under the sea lasts  nine months.
'Bats' Belfrey' - love that name! - lasts only 6 months.
Leonard Starr's  'On Stage' lasts 2 years. 
'Frontiers of Science' I remember well, it went over to the Sun and continued for quite a while.
Maigret by Peter Grey and Kenneth Innes lasts barely 2 months.
Clearly the beginning of the 60's was the beginning of the end for dramatic newspaper comic strips.
I wonder if Paw can tell us if any of these have been collected?

City Under the Sea caught my eye because it was drawn by Tony Weare, who I've always associated with Western strips...because, of course, of his long run on Matt Mariott. Wonder what he was doing drawing a short run s-f strip. I wonder if some of the shorter runs might have been short stories with definite endings. I'll see if the paper is available online.
