I assumed Tuffy was inspired by Little Lulu, and perhaps she was, although Little Lulu appeared in one-panel cartoons (not comic strips or comic books) for the first decade of her career (1935-44) and the Little Lulu we know owes a lot to John Stanley's work on the character in comic books, which began in 1945. Tuffy started as a syndicated newspaper strip in 1939.
