The next issue's Earl the Rich Rabbit story looks like Kirby although the inking seems different than the Lockjaw story.

I have read most of the Punch and Judy issues and the title character Punch is portrayed as extremely obnoxious throughout. He never learns his lesson, never shows humility, etc. Not a good role model :)
