This has to be one of the absolute worst covers of all time. A dreadful piece of art. Is he fighting or dancing?
I'd say it's also one of the 'gayest' covers ever but that would probably be politically incorrect.
Offends my eyeballs as a piece of art every time I see it.
I'm not an artist, so when I see a piece of art and I know, 'I can draw better that than that.' I know it smells.

I don't think I would have thought "gay", but looking at it after your comment I thought about making a Tom of Finland joke.

That is not a good costume. A full shirt with shorts? (Maybe a short sleeve shirt would have worked better?) A hat on top of a cowl? (Maybe a domino mask with hat, but not a head covering cowl with hat.) I assume the brown comes from a military uniform, but for a superhero a brighter color would have been better.

This was part of a daring OSS operation to counter the elite "Springtime for Hitler" division.

Actually, in his first appearance, the Unknown Soldier wore a blue costume. It was later changed to brown, I think mostly to differentiate him from Captain Corageous, an almost identical character from the same publisher. Those two characters even have the same introduction (the text is exactly the same) in their first appearance.
