It's rather disconcerting that Captain Tootisie and his child companions are drawn in the cartoony Captain Marvel style, while the other characters (especially villains) are drawn more realistically.
That said, I didn't even know Captain Tootsie was in an actual comic, I thought he was an ad-only character. The more you know...

I, too, had seen his Tootsie Roll  single-page adverts in lots of 1940s comic books.  And, I also had seen his 36-page comic books before, but never looked closely at them, because I was never as superhero comics fan.  I had guessed that his full-length comic books were giveaways for no price.  I was shocked to see that his comic book series was published by Toby Press, and was a regular commercial comic book, sold for 10 cents.

I forget that Robb doesn't have a knowledge background about Superhereos. The character of Captain
Tootsie was new to me, as an Australian, til recently.

Captain Tootsie was originally created be a superhero mascot for Tootsie Roll candies by C.C. Beck, Peter Costanza and Bill Schreider. Captain Tootsie appeared in various comic book advertisements in 1943. In his earliest adventures in the Golden Age of Comics, Captain Tootsie had a sidekick named Rollo, and then four supporting characters named Fatso, Fisty, Maybelle, and Sweetie who together were called the Secret Legion.
Captain Tootsie also starred in a short lived two issue comic in 1950 with him as a space hero. Since then, the character has fallen into obscurity and public domain.

Captain Tootsie resurfaced in the pages of Savage Dragon at Image Comics.

I believe Erik Larsen [Who is a huge Captain Marvel and C.C. Beck fan] has recently published Captain Tootsie in his own title. 
It was always obvious to me, when I first saw an image of the character, that he was designed [and mostly illustrated] by C.C. Beck.
