Australian Panther- yep, The Clock was the first masked detective/mystery man character in comic books, first appearing in 1936. Lee Falk's The Phantom beat him by a few months in newspaper comic strips, though. And there were several masked/costumed heroes in pulps and novels, including Zorro and The Scarlet Pimpernel.

We've mentioned this before in the forum but probably worthwhile going again.  Masked Mystery Men were around as bbofun notes in the pulps and novels in N. America but also in British and Spanish stirypapers and our versions of pulps.  There are examples on site.  I'll post links later 'cos my tablet isn't letting me for some reason.
Search on site for Mack Wan; Flaming Avenger.
