I believe the unreadable signature on the Penny Parker stories in Blue Ribbon Comics #14 (Jul 1941) & Blue Ribbon Comics #15 (Aug 1941) is not that of the artist, but rather that of the writer, Harvey Biern. Mr. Biern would have been only 19 years old when he penned these two stories.
He also wrote most (possible all) of the Fran Frazer stories in Top-Notch Comics #9-25 (Oct 1940-Mar 1942). Some are signed.
