F.E. Howard's one-shot "Carousel Comics" from April, 1948 (Canadian publication) never appeared on any CB+ wants list I've seen.  I've seen 3 copies of it auctioned off over the past 20 years, but I can't afford to buy it an deal with selling it off again after I scan it.  I think it is unnumbered, or otherwise assumed to be #1, by default.  I've seen it advertised as having 36 pages.  It is a "Funny Animal" comic book, whose art looks like it was drawn by an American packaging studio.  The art style looks suspiciously like JCA.  Here is a scan of its front cover:
