The bogus Kid Colt (with the mask) reminded me a bit of "Desperado", a Ralph Bakshi-Gray Morrow baddie from the 3rd season of the cartoon show (1969).  He rode a FLYING ROBOT horse, and used guns that "fired" hypnotic waves to stop security guards in their tracks.

I had the impression he was Bakshi & Morrow's version of The Black Knight (from the GIANT-MAN series).
