Can you identify these characters

Help needed in IDing the characters in question.
I IDed a Hangman/Green Turtle mix on pg 4 and 6
Captain Flash by Captain Tootsie and Captain Flag by Black Terror on 4
Spy Smasher on pg 2, I do not think that is Guardian on 2
Western Character on pg 5 is mix of Cowboy Sahib Hat with Hooded Horseman face and Rawhide Kid shirt

Looks like Skyman or Spy-Smasher next to Spangley, Guardian and bulletman on the first page and the villain is Sivana. I'm not sure if I could tell the difference between Spy-Smasher and Skyman with no color so it could be either. I think Lama told Billy to "Rise." Lots of the ones you couldn't identify just look like more SkySmasher to me. The robot in the end says something about the sun, Human torch? The guy with the fin looks familiar, but I have no idea. ummm. Hmm.

On the 2nd page, next to Captain Tootsie, is that possibly Captain Flash?
Apart from that, I'm stumped.
