hi its strange that my dell issue 22 is ; don winslow of the navy how can that be that both issues have same number.

Dell issued two series of Four Color Comics. The first series began in 1939 and ran until 1942, a total of 25 issues. In 1942 they restarted with #1. This series continued until the company folded in the 1960s. Don Winslow is #22 in the first series and Tillie is #22 in the second series. I haven't a clue why they did this.
