It ties in with the previous page about I becoming O, (one becoming zero).

I don't think it's meant to be funny, just a lesson.

No, but then none of these cartoons were supposed to be funny. They really are like the political cartoons of the day, allegories critiquing contemporary views and advocating for the creator's perspective. Early 19th century editorial cartoons certainly used humor, but nowhere near as much as they do today. Winsor McCay's editorial cartoons are a good example. They present huge ideas--Decency, Depression, Industry, Drug Habit--in elaborate symbolic images like Pace does. Although admittedly they were far more extravagantly drawn!
