Might be but I've seen an actor, Richard Derr, of the time period that the cover photo looks more like. He starred in the 1951 film of "When Worlds Collide" as the pilot/courier.

Hard to say for sure - I think it's Kaye because of the hair but it does closely resemble Derr. It's probably a photo that's been touched up as was normal in them days.

Yes, the model could have been Richard Derr, but they could have pulled out an older photo to use as a cover on a comic book. So for me, the jury is still out.
Richard Derr played a lead  character in 'When Worlds collide' Was given a  7 year contract by Darryl Zanuck but broke the contract because of dissatisfaction with the roles he was given.   
But, Andrew, re that movie.

Didn't know there was a Shadow movie made in the late 50's. There must be a story to this.
Its called, 'Invisible Avenger' which makes me think there were copyright problems.
The film apparently was a James Wong Howe project,[He was a cinematographer with Director of Photography credits on more major films than you can count] but this movie is has his only credit as a Director proper. There are two other directors listed and two writers which is a pointer to problems with the project.

But there must be some reason the film was never released as a Shadow movie.
Well at least it still exists.   
Pity.  Going to have to watch it to see if Derr makes a convincing Shadow.
Also, Lamont Cranston in a straight suit, in a Beatnik Jazz club, being called a cool cat, really is very  incongruous for me. I think the Shadow belongs in the 30's and 40's.           
Dialogue,'I like straight goods. When you go round strange corners how do you know who hits you on the head?'
