Check out the Victory Boys text story - the plot & names are the same as in Timely's Victory Boys who would appear more than 6 months later in USA Comics 5

The freelance writer of this story probably just got a one-time flat fee for the text story.  So, he was not legally allowed to sell THIS story again to Timely.  But Chesler only bought the story, NOT the publishing rights to the characters.  So, the freelance author could sell as many stories with those characters to timely as he wished.  Timely probably copyrighted the characters, but if not, they certainly copyrighted every story in each book.
