Inside the cover this issue is identical to U.S Jones 02. Why is this?

The answer to your question is obvious, isn't it?  ;D ;D ;D  However, what is clear is that U.S. Jones #2 is #2 because the advertised main story matches up with the cover. So, U.S. Jones #1 could not be a reprint of #2 (unless a new way of releasing books was tried in the 1940s  ;D ;D ;D ) -- but hey, at least we have the cover to U.S. Jones #1 now.  ;D ;D ;D

OY! Hopefully JVJ, Ontology, freddyfly, or someone else with the knowledge can help us out on this.

It would not be unheard of for the cover to match an inside story of another issue.  If I recall correctly this happened when Robin was introduced in Detective #38 at the last minute (duplicating the splash again relying on memory).  The original story was bumped to the back of Batman #1, but I think the cover was used on a later issue of Detective.

Yes, it was really US Jones 002, not 001 - I just posted a fix to the FTP with correct covers.
