No, Will / Bill Ely was a comics artist who started in the early Golden Age (circa 1937) and continued working into the 1960s. During the 50s he drew adventure and crime stories for a whole slew of publishers. He ended up at DC drawing weird short stories for the likes of House of Secrets. He also drew several issues of Rip Hunter, Time Master.

I was fixated on Eisner, as he occasionally used aliases back then.
