It would appear that your guess that it is issue #21 (packaged/edited by Chesler but published by Superior, btw) is correct, ML.  Contents of the issue match up with those listed at the GCD.

That listing was made after I put it up at DCM yesterday with 21 in the title. After some conversations over on the DCM forums where freddyfly mentioned that someone had given him a listing of the contents of 21 which did not match this book, (Johnny Rebel seems to be the biggest problem) I decided to change it over there from 21 to nn and just use nn here. So it is either 17, 19 or 21. It has too few pages to be 22 and I personally doubt that 31 exists.

Hope that explains that

Off to edit some coverless books that the book is positively known  :D

Like I said on another thread, I love a mystery, so trying to track down which issue this could be got me thinking. Through a process of elimination there are only a few issues that it could be. The prime candidate seems to be FAWCETT'S FUNNY ANIMALS 64 (Fall 1949). A seller has listed it on eBay with the back cover page scanned. The back page is not included obviously in your scans, but it seems to end the Kid Gloves story "Bedsheet of Roses" (see page 32 of the JVJ scans).

Here's the eBay listing, so you can check it out for yourself.

I will add my vote that this is the issue in question. If you look at the back cover scan in that eBay auction, you will notice a "chew" in the upper left corner, which reveals bits of the previous two pages. The artwork matches the corresponding areas of scan pages 30 and 32, in both color and detail (the corner of the tree and word balloon for page 32, and the red background for page 30).
