After a promising debut, the second Captain Marvel story feels a little lackluster. Sivana goes from trying to silence the radio waves to trying to take over the country with his own private army. Where'd he get all these guys?! He may have an army, but with Cap around the outcome's never really in doubt. It seems like this whole issue is dedicated to showing all the heroes being awesome, at the expense of story and suspense. Things get better next issue.
