I'm an editor over at the Grand Comic-book Database Project and have a bit of special access (lucky me!).  Here's three comics where the synopsis mentions Shrunken Heads:
(CA) Strange Mysteries (Superior Publishers Limited) #6 seq#1 Head of Horror -- s.synopsis = A shrunken head pays an ex-G.I. to bring it to its living brother. This scares the brother to death. The head reunites with its body but is trapped in a grave by the ex-G.I.
(US) Scary Tales (Charlton) #18 seq#6 Triple-Header! -- s.synopsis = Mike Perry kills his wife and her lover in the jungle. They all end up as shrunken heads.
(US) Terror Tales (Eerie Publications) #v8#3 seq#9 Head Shrinkers -- s.synopsis = "Of all the assorted occult phenomena there is nothing so terrifying as the horror of shrunken heads especially when you're the victim."

The first one is public domain and is available here (!) but the other two are too new to be...

and there is an Italian comic that says it's reprinted from strips that were titled Head Shrinkers
(IT) Dardopocket, I #1 seq#6 Il complesso di Gigi [T23 - T93 daily strip] [Romeo Brown] -- s.notes = titolo originale "Gigi and the Head Shrinkers"

There's a voodoo story drawn by Joe Orlando from an early CREEPY that involves shrunken heads with a ghastly ending.  Also, in an early TWO-FISTED TALES, the story "Jivaro Death" also has shrunken heads as a background element, iirc.

Don't know if it counts, but in just about the last ish of MARVEL FAMILY (which we have here), the cover features a full-sized Freddy Freeman with a very shrunken head, and a story of the "Pinhead Plague" affecting people all over.

If this keeps up we'll be including issues of PSYCHOANALYSIS for the headshrinker theme...
