The second Crimebuster (C.B.) story is credited to Mike Roy and John Belfi, but tell me you don't see some Bob Powell faces (but not Crimebuster) in there. Look at pages 39 and 41 of the scan. Perhaps Roy and Belfi were working at Powell's shop?

Beginning with this issue, and story, the logo and name of Crimebuster was altered to C.B., perhaps by the rising backlash against crime comics.
There are some character faces on various pages of this story which look like Bob Powell's work. See pages 3,4,8,11,13-15 of the story. Note that Crimebuster's face looks very similar to the art in the first story on this issue, however.
