This would be one of those "headlights" comics Dr. Wertham warned us about. Check out pages 6,11,12,25, 30. Different artists so this suggests the editorial policy was "women with large breasts." Maybe it seems worse than it actually is because it's a "romance" comic that was presumably aimed at women (however, I've seen other early romance comics that are even more risque).
