What is the meaning of "budget" in the title? Was this comic less expensive than other comics? Quicksilver is unusual: a costumed, super-powered Western hero. As for the artist, isn't there an "S" at then end of the signature, i.e., "Richards"?

I notice that there is no price on the front cover. Was it distributed some other way?

Budget is derived from an Old French word meaning a purse or small bag. It came to mean a quantity or amount of objects and the modern usage of a schedule of payments or monetary plan finally morphed into inexpensive or bargain. Long strange trip!
