Trosh decides to buy the tourist camp as a hideout. Meanwhile, Mamma has seen a newsreel of Trosh performing as "Joe Atom," midget cowboy and escapes from jail and goes west to confront Trosh herself. Trosh steals the money he was paid for the tourist camp and the Doggie City Sheriff calls Tracy about the midget thief. Mamma and Tracy both end up at Trosh's hideout at the same time.
The circus plays Madison Square Garden. Gaywood kidnaps Ann Gibbon.
