They are public domain so the answer is however you want to. Phantom Lady is however trademarked to DC. So she can not be used prominently on the cover.

Thanks for the advice.i can leave phantom lady out,since she was also published by quality.

Or you can change her name and maybe alter her costume. I believe DC tends to use yellow & green for the various Phantom Lady's they've had, while I think Fox used blue.
