They are public domain so the answer is however you want to. Phantom Lady is however trademarked to DC. So she can not be used prominently on the cover.

Or you can change her name and maybe alter her costume. I believe DC tends to use yellow & green for the various Phantom Lady's they've had, while I think Fox used blue.
