Did Cyclop and his gang steal a proto-nuke?!

Weird, on page 28 the bottom left panel of the Manhunter story is the only one not colored. I wonder if that was intentional (maybe to give the feeling of night?), or an oversight, or maybe they just ran out of time? A pro artist told me they sometimes inked comics panels in random order, just to make it more interesting and you didn't have to ink a dull exposition scene all in one sitting, and it would be a way to mix things up when you start getting tired too. Maybe colorists worked that way as well?
