Harvey had an earlier superhero feature "The Clown" (in Spitfire Comics (Harvey, 1941 Series)), and currently has the humor feature "Happy Clown" (in Clown Comics (Harvey, 1946 Series)), but this is neither of those." However, the first two panels of this story refer to the clown as "Happy," and a text box on the splash panel indicates this "guest star" is "straight from the pages of Clown Comics," so it IS the same character.
