The publisher of this comic is unknown, but do we know if it's American, UK, Canadian or Australian?

Deja Vu? Compare the reptile men who first appear on page 18 with the Neptunians from Reef Ryan, page 22, Fiction House Planet Comics 24.

To answer Moonled; I think it's British, taken from the Spaceman comic published by Gould-Light.
By The Australian Panther
Surprised Paw hasn't answered this one yet, considering its been up since 2016. Well, he's a busy man. Yes, its British. Norman Light is better known as the illustrator of MarvelMan, the British iteration of Captain Marvel when Fawcett lost their court case and the Brits still wanted to publish.
Heres a volume of MarvelMan if you are interested.

Googlesearch doesn't bring up much on him and surprisingly he hasn't made it into Lambiek Comiclopedia.
