Notes | In 1940, the Fantom strip was written by George Kapitan as well as Paul Gustavson and Frank Thomas. No extant evidence exists that is known as to who wrote this particular story.

Synopsis | International soldier of fortune Kilgore finds himself in the Balkans, where he becomes inadvertently embroiled in a plot to overthrow the repressive government. Resisting arrest, he escapes and is contacted by an agent of The Phantom Princess, who warns him to lie low, but he ignores the advice and is captured and taken to the city gates. |
