Strange cover. Since it is all new art, they didn't save money by showing recreations of (boring) interior panels. Compared to other IW covers this one's a real dog. The interiors, though...ah, that's another story!

You can judge a comic book artist by how they draw women. Therefore, it's easy to conclude both Burgos and Baker were darn good artists. That Phantom Lady is a knock-out!
