I was going to say that this looked like the popularization of Santa from an 1881 political cartoon, but then I realized that it was the same artist. Nast was THE guy when it came to cartoons from that era. The next major change in the depiction of Santa would not be until the 1930's when Haddon Sundblom would add his Finnish traditions into the mix for Coca-Cola's advertizing.
