Looks like Jack Sparling art. Also, John Patterson was played by Richard Kiley in the 1955 film "The Phenix City" story. Note on page 7 where Patterson says he's going to "chase [the NAACP] out of the state!" He was an avowed segregationist and won the election in 1958.
