What the heck? It starts out as a photo-novel. Without warning it turns into a comic strip, with increasingly-terrible art made up mostly of swipes from Dick Tracy and early-1930's Terry and the Pirates.

There is obviously a story attached to this one.
under each weekly episode the blurb says,
"See the next episode of 'Drums of Fu Manchu' at your neighborhood theater ".
So it seems that this strip was produced simultaneously with the showing of the movie serial, in some kind of experiment. Possibly they weren't given the stills to work with in time to finish the story.
