NotesOne-off published by the David Jones Publishing Co.; Sir Denis Gifford dated it to 1948. Despite editorial content referring to other comics appears to be the company's only issue of anything. Credit to whoever the original scanner is; I thought I got the scans from *here* but that doesn't appear to be the case.

My guess is that the publishers hadn't done much research on the market the hoped to tap into. It is obvious that this paper was marketed towards mothers with very young children, who might enjoy being read these simple gag pages by their parents or grandparents, and getting help from them to work the simple puzzles and colouring pages. But selling only 8 pagers worth for tuppence, when they could get up to 20 pages with actual stories for only 1 penny more, from other publishers (albeit for children who were at least a few years older). I think there really was now market for a paper in this configuration.

Paper rationing is the key; at the time it was still in effect, capping the print runs of Amalgamated Press and DC Thomson. As such the good comics often sold out and parents/kids didn't have much choice, and as such from 1940 to 1949 saw some of the most ramshackle comics ever printed professionally.
