On Junior Rangers, I think you are right. On Atomic Man I would be inclined to think its the same penciller, but the inking is by somebody else.

And if this is Kane, it must be nearly the first work he ever did.

The cover is not Gil Kane tho. Nor is Buck Saunders.

His first penciling job was for Archie?s Bentley of Scotland Yard from Pep Comics #38 (April, 1943), using the name ?Pen Star? when he was about 16. He tended to draw characters with lanky arms regardless of how tall and burly they were, as well as with boney fingers.
