Atlas Publications started their comics with Captain Atom, followed by a number of reprint titles. Keith Chatto worked for Atlas, producing original covers for the reprint titles. Wanting new comics with original characters, Atlas approached Chatto to see if he had any ideas for a new character. He pitched the Lone Wolf, and it became Atlas' second original title. Chatto had no particular experience as a writer, and it was on this title that he expanded his skill set as a comic book creator.
