A good quartet of stories. Muscles McGinnis made a great one-shot villain. He has personality, enough strength to put up a good fight with Cap, even his own theme song! His story has a good, complete development here, with no further need to see him again after the story's over. The second tale is more fun stuff from Sivana, enlivened by the hilarious Cap/Beautia/Billy love triangle (one that's impossible to fulfill since Cap's real alter ego is still just a boy). The third has some good cloak and dagger stuff, marred by making the villains an "oriental" cult. The final tale is started by Sivana, but not finished by him, as his creation the Beast-Ruler turns on him and sets out to be the main villain. I was a little surprised to see a cow among the "good" beasts who side with Cap. Seems to me that cows would have some of the strongest motive to hate man of any beast.
